SAILING INSTRUCTIONS

INTERNATIONAL PENGUIN CHAMPIONSHIP AUGUST 13, 14 & 15
1. RULES
1.1 This
Regatta is sanctioned by the International Penguin Class Dinghy Association
(IPCDA), and will be conducted and hosted by
1.2 Minimum
crew weight for the regatta is 290 lbs for classic wooden Penguins and 310 lbs
for modern boats which adhere to the Burtis design parameters. Minimum hull weight is 140 lbs for all boats.
1.3 Excess
hull weight may be applied toward the crew weight minimum. Maximum non-floatable ballast is unlimited.
1.4 Any
boat that capsizes during a race as defined by the mast touching the water,
shall retire from that race.
1.5 Required
equipment includes: one USCG approved PFD for each person, one serviceable
paddle, a scoop, and a painter or tow rope not less than thirty (30) ft long
and three-sixteenths (3/16) inches in diameter.
1.6 Any
boat may be disqualified for overboard discard of trash.
2. ENTRIES
Eligible boats may be entered by
completing the registration form in the NOR and SSA Standard CBYRA Entry Form.
3. NOTICE
TO COMPETITORS
3.1 Notices to competitors will be posted on
the official notice board located under the
outer staircase on the lower level of the SSA clubhouse.
3.2 A skipper’s meeting will be held on Wednesday at 1130 on the SSA clubhouse outer staircase.
4. CHANGES
IN SAILING INSTRUCTIONS
4.1 Any change to the Sailing Instructions
will be posted before 0930 on the day it will
take effect.
4.2 A change to the Schedule of Races
will be posted before 1900 on the day before it will take effect.
5. SCHEDULE OF RACES
Eight races are scheduled
over the three day period. The plan is
to hold two races on Wednesday, four on Thursday, and two on Friday. The warning signal for Wednesday will be at
1330. For Thursday and Friday the
warning signal will be at 1100. On
Friday no warning signal will be made after 1500.
6. RACING AREA
Racing will take place in or
near the mouth of the
7. THE COURSE
7.1. Course W is a windward/
leeward/windward course with the start and finish line 1/3 of the way up from the leeward mark to the
weather mark. If there is a Code Flag two
(2) posted under the course flag, the course is twice around.
7.2 Course T is a triangle (windward, reach, reach, windward) with the start
and finish line 1/3 of the way from the leeward mark to the windward
mark. If there is a Code Flag two (2)
posted under the course flag, the course is twice around.
7.3 Course O is a triangle
(windward, reach, reach,) followed by a windward, leeward,
windward with the start and finish line one-third (1/3)
of the way up from the leeward mark to the windward mark.
7.4 No later than the warning signal, the
race committee will display the course flag and the approximate course bearing
of the first leg.

8. MARKS
8.1 The rounding marks will be inflatable
orange cylinders.
8.2 New marks, as provided in instruction ten (10), will be orange tetrahedrons.
9. THE START
9.1 Races are started using RRS Appendix
Q with a one minute courtesy sound before the three
minute sequence
9.2 The
starting line will be between a staff or halyard displaying an orange flag on
the race committee boat and a yellow race mark at the port end.
9.3 A
boat shall not start later than ten (10) minutes after her starting signal.
10. CHANGE OF COURSE
A change of
course after the start will be signaled before the leading boat has begun the
leg, although the new mark (orange tetrahedron) may not then be in
position. Any mark to be rounded after
rounding the new mark may be relocated to maintain the original course
configuration.
.11. THE
FINISH
The finishing line will be between a
staff or halyard displaying an orange flag on a race committee boat on the
starboard end and a yellow cylinder or sphere on the port end.
12. TIME LIMIT
12.1 The time
limit will be one and one half (1 ˝) hours.
If no boat reaches the first mark
in thirty (30) minutes, the race is abandoned.
Boats should return to the start
line for a new start.
12.2 Boats
which do not finish within thirty (30) minutes of the first boat to finish will
be scored number of finishers plus two (2).
13. PROTESTS
13.1 Protests
shall be written on forms available at the Club office or the race notice board. They are to be delivered to a member of
the Race Committee or the Protest Committee
within one (1) hour after the committee boat ties to the dock.
13.2 Protests will be heard as soon as possible. Hearing time and location will be broadcast on the PA system.
14. SCORING
The Low Point Scoring System will apply. Multiple races are scheduled, of which three (3) races shall be completed to constitute a series. There will be one (1) throw out if six (6) or more races are sailed.
15. SAFETY
REGULATIONS
A boat that retires from a race or
leaves the racing area prior to the end of racing shall notify the race
committee as soon as practical. The race
committee can be notified by contacting any race committee boat.
16. COMMERCIAL
TRAFFIC
A boat may not exercise right of way,
cross in proximity to, or interfere with reasonable transit of the race area by commercial ships,
tugs, or barges. Boats must take evasive
action well in advance of a potentially dangerous situation. The US Coast Guard, ship captains, and bay
pilots have been encouraged to report any incident they observe.
17. PRIZES
Awards as per the Notice of Race will be presented on the SSA
clubhouse outer staircase after the racing on Friday the 15th.
18. DISCLAMER OF
LIABILITY
Competitors participate in the regatta entirely at their own risk. Neither the organizing nor hosting authorities will accept any liability for material damage, personal injury or death sustained in conjunction with, prior to, during, or after the regatta.
