This Regatta is sanctioned
by the International Penguin Class Dinghy Association (IPCDA), and will be
conducted by IPCDA and hosted by the West River Sailing Club . The Regatta
shall be governed by The Racing Rules of Sailing 2009-2012 (RRS), and the IPCDA
Class rules except as modified by this Notice of Race and the Sailing
Instructions.
The following 4 items shall apply:
l. Minimum crew weight
is 290 lbs for classic boats and 310 lbs. for modern boats*. Minimum hull
weight is 140 lbs. Excess hull weight may be applied towards the crew weight
2. Any boat that capsizes during a race, as defined by the
mast hitting the water, shall retire from that race.
3. Anchors are not
required.
4. One serviceable
paddle is required.
5. A painter NLT 30’ and 3/16” diameter is required.
Notice is hereby given
that all participants, including spectators, officials and others, participate
in this event including pre- and post-race activities entirely at their own
risk.
*Modern boat definition includes Burtis, Innovator, & Freedom hulls. Class measurer or
his designate shall make classification decisions. * Higher weight limit for
modern boat follows guidelines adopted for Region III.
Advertising and Sponsors:
The Regatta is
designated Category A in accordance with Rule 79 of the RRS. There will not be
a penalty for items that are approved by the Organizing Authority.
Eligibility:
International
Championship: The
skipper shall be a member in good standing of the IPCDA and have
acknowledgement of payment of 2009 dues. For skippers sailing with non-family
member minor crew (under the age of 19), the name and emergency phone numbers
of the parents will be required or you can complete a Parental Permission Form.
Juniors (19 or under) may also sail in the “Senior”
International Championship, however to be eligible for senior awards, they must
meet the senior weight rule.

Scoring:
The low point scoring
system with no bonus points from the RRS Appendix A will be used. In the event
that six or more races are sailed, there will be a provision for a throw-out.
Three races shall constitute a series for the International Championships.
Prizes:
Awards will be
presented to the top five finishers overall and to the top junior team in the
Senior Championships. Several other special awards will be presented and
include the Master’s Award (highest skipper born prior to August 13th, 1959),
the top woman skipper, top parent-child team and the Rookie award to the best
finisher who has never sailed in an IPCDA International championship.

The Race Committee has
the option to hold as many races daily as possible weather permitting.
Dinner plans have not been formalized, but a low cost
cookout is planned.

The undersigned
releases the International Penguin Class Dinghy Association, the West River
Sailing Club and their respective Officers, and the Race Committee from any liability
for personal injury or illness or property damage or loss resulting from or
incidental to my participation in any aspect of this event. My participation is
voluntary. My equipment is in safe condition. To the best of my knowledge, I am
physically well enough to participate safely. I agree to be bound by The Racing
Rules of Sailing, and by all other rules that govern this event.
